In 680.22 (5) Is it the intent of the code to say you do not need gfi protection when a pump motor is 20 ft from inside wall of pool?

No, the first part refers to all receptacles within 20' and then it says Receptacles that supply pool pumps shall have GFCI without stipulation of distance.

Also keep in mind that all outlets supplying pool pump motors must be gfci protected, whether by receptacle or direct connection in 2008 NEC.
