although NFPA 70E must be adopted by the AHJ, OSHA can and will use the General Duty Clause oF 1910 and cite 70E as a consenus document. Also, OSHA can cite 1910.147 "Control of Hazardous Energy" as reason to check and verify for isolation and de-energization of a circuit prior to work begining.
