After reading this, would a fluorescent light fixture with no cover be allowed in a closthes closet? Assuming all of the dimensions are correct.

Well, looks like this was thoroughly re-written in NEC 2008. They even changed the numbers.

410.8(A) is now 410.2
410.8(B)(C)&(D) is now 410.16(A)(B)&(C).

410.16 does not appear to prohibit this, so long as clearances are met.

FYI, Another clause was added in 2008 to allow relaxed clearances for LED & flourescent fixtures listed for storage area use.
