Most certainly - after all, the soap bottle was a single piece of junk, not an interior power strip made float by putting on shoes Just imagine the power strip slips out... let's hope the RCD (GFI) is present and working! (though I wouldn't be sure if this was taken in Germany or Eastern Europe, many European countries were fairly lax on the install of such devices for a long period of time).
According to the exif information the photo was taken on the aftenoon of July 1st. Little sunshine and no tan on the guys makes me think that this is Germany, Holland or Sweden. The beer bottles look distinctly german.
I could be wrong but, my money is that the pic is phoney or. If it is real, I'll bet that it is not energized. Those power strips are not water tight but the end of it is in the water. Some of the edges appeared like the pic is layered. FYI It is a German web site.
The fact that the picture was on a German site doesn't mean anything - pictures like that are often circulated via e-mail and uploaded to various fun pic servers all over the world. In some pictures you can see a car license plate though, the pictures were taken in Steinfurt/Germany.
