I'm a little slow these days. I thought there was something strange about the first picture, then it hit me; The main conductors are missing. I guess this must be a work in progress - assuming the main conductors at one time entered this panel through the large connector shown.
I wonder if the panel cover was missing before the work started.

Pictures of the new installation would be nice.

Can anyone explain why the person who did this ran two white wires the full length of the cabinet from upper right to lower left, then put a twist connector on the two? Do I see white wires connected to the circuit breakers? I see white wires going to breakers #2 on the left side, top and middle section, and one more to breaker #5 on the right side, top section.
