Hi,
I have a maintenance shop we are setting up. The engineer wants to run two services to the building from a MCC. one 200A and one 60A. Is this allowed?

Those don't sound like services; it sounds like two separate circuits.

Whatever the case, they need to be treated like feeders, with their own ground wire, as well as being tied to the building ground. Neutrals and grounds are kept separate.

They are feeders and you are not permitted to run two feeders to a single building unless you have one of the conditions listed in 225.30.
