limited energy apprenticeship program #164143

Hello,

I just applied for the limited energy apprenticeship program through local 48 in portland, oregon. I was told by a guy who works for local 48 that it is alot easier to get into the limited program compared to the commercial program, why is that? I would think it is because the comercial side pays alot more?
