Just wondering. When I measure the voltage in a panel across the line conductors I read 218 on my voltmeter. Is that a low reading on a 240 volt system or a high reading on a 120 - 208 system? From one leg to neutral I read 125 volts.

There are adjustment connections in a transformer if the incoming voltage is low or high you can move the tap connections to get the correct voltage range

If all 3 L-L voltages are the same and all 3 L-N voltages are also the same then you have a 208Y/120 system with above normal voltage.
