I seem to remember there was a similar stink over here in 2000-1 over counterfeit Hager CB's as well.
That's why all Hager breakers (that are made in the factory in France) sport a hologram label on them, identifying them as the legitimate product.
There was a story of a breaker somewhere up north that did not trip at all and took out the pole fuse feeding the house, that was how the sub-standard product was found.
Turns out these ones came from a factory in Pakistan and part of the trip mechanism was missing.
