we have a similar problem here where i work, we have some old 1200 volt series street lighting, just buried cable and they keep just going out at the street and driving steel posts for sign's, i keep telling them that they need to get ahold of us before they drive one into the ground or else one of these days someone is going to get killed

That incident doesn't sound too good!.
Likewise over here, construction companies are pretty slack when it comes to Electrical safety.
What doesn't help is the fact that after an incident like this occuring over here, there would be an "investigation" and then a few months later, the same thing would happen again, no-one ever gets told off or fined over it.
