I need a copy of S.J. Rosch "The Current-Carrying Capacity of Rubber Insulated Conductors" Transactions AIEE 1938 p. 155
I tried the IEEE documents section,but they could not come up with it. Can anybody out there help me?

I don't know if this helps any but I found a Standard which references this report:
ANSI/SCTE 32 2001 (PDF file) at the Society of Cable Telecommunications Engineers website: http://www.scte.org/

Maybe they can help locate what you are looking for.
