I have a project that involves a parking lot remodel. In this project some but not all the lights will be moved. They are fed thru buried conduit. Since the entire conduit will not be exposed we will need to splice at some point or points not necessarly at the new locations. What is the best way to do this? The lot is and will be paved.

What I would do is;

Cut the conduit where you need to tap it. Pull the old wire back to the nearest pole. Extend the conduit to the new poles and pull new wire.

Make sure you aren't overloading the circuit with the additional load.

One method is stubbing raceways into concerts boxes with “traffic-rated” lids http://www.christyconcrete.com/elec_com_boxes.html Splices need to be intended for water submersion, for they will likely be periodically flooded.

I like both suggestions here.

Either pull out conductors, extend conduit, then re-pull conductors,

or

Use the Traffic Rated Junction Handhole Boxes.

Either method will work, as long as it's done properly! (not being a smart a@*, just making a point).
