Good call mate, personally I'd be extremely ashamed if this was any place that I had anything to do with.
This is just out and out vandalism.
I pity the people that actually have to use this equipment or even depend on equipment like the fire alarm and sprinkler systems in the condition that they are in.
Would things like this in a building get it shut down?.

Reminds me of some of the things you will find in a lot of larger industrial facilities. It is an on going battle to repair and correct these type of problems. Management sometimes doesn't want to spend the money and sometimes it is because of poor work habits.

The maintenance management structure and budgeting are being changed. They have been through 4 Maintenance Managers in 6 years. The last one got sick and died recently while they were in the process of firing him. The new people seem to have a good attitude.
We produced quite a list of projects from short to long term. Our goal is to make significant headway before they have OSHA problems.
To help put things in perspective a bit, this is about a 1,000,000 sq ft building.
