Same bill payer (air force), different budgets. Judging by the word "STREET" on the newer meter (only word I can make out), that panel feeds a nearby street light.

Base housing probably didn't mind paying the electric bill for the street light (owned by the base public works department) before budget cutting ruined the free ride.

I bet someone got an "energy conservation award" for reducing their building's utility bill!

{The past comes back to haunt me.}

I’ll be a nickel this is someone’s wild interpretation of “10CFR435 Subpart C”. Don’t ask me why I know this.

If you look at the 3rd picture in the "out with the old" thread, one can come up with a good guess on how it was powered up,and yes it for streetlighting.

That Homeline panel is bussed for UG or OH service I doubt that its meant for a subfeed.

Most bases don't even have any metering at all, or at least they didn't before.... (Base Maint. for several years) They (most) get bulk rate for the whole base complex. This might be one of those ideas about "Privatization" of facilities, where some company came up with the lowest bid to manage base housing or other areas for America's Finest.

And you're gonna love this... The NEC is up to the Command of the Base on compliance standards. (Although most work does... As it most often done by civilians, on lowest qualified bidder basis, but outside contractors who follow the NEC for the most part.)

McClelland AFB has been decommissoned which is prob. why the meter was added.

Thanks e57, that explains a lot.
I've driven by the base housing at the decommissioned MCAS Tustin and wondered why I could not see any evidence of metering.
That won't last for long, though
The land has been sold (at about $1 million an acre) and there are 2000 new homes going up already.
I wonder what they're gonna do with THESE

I have an idea of what they'll do with "those", sell or LTL them to George Lucas or some other movie mogal at a bargain basement price, like they have with half of the military bases in CA.

Around here, they can't sell the bases to contractors, (Presidio, and Treasure Island at least) the public just won't have it. The land is SO Valuable! The old Officer housing on each would go for upwards of $2.5M+ per lot. Some would top off at $5M! (For a 1880 historic brick building with a view of the GG bridge and Bay, parking and the most picuresque part of the City.) So, the City rents them at market rate.... And sold some to George Lucas....

Bottom Line, some lucky guy got to go and install meters on a few thousand buildings!
