This is a ceiling mounted junction box, the two 3" conduits should be viewed at the bottom of the picture, notice the grounds, the slotted PVC on the edge to prevent damage, and how much wire is hanging out of it, the 18 x 18 junction box is placed over the end of the larger box thus preventing either cover to be properly installed.

Judging by how they're connected, I think I'd call those green wires "airs", rather than "grounds." [Linked Image]
