What's with the fuse holders? Are those actually grounded conductors under the L2 load terminals?
Can you describe this whole arrangement?

Maybe I'm all wet here, but the only wiring I see at the top of this enclosure seems to enter the top of the smaller internal enclosure with the two fuses.

Some kind of a weird main disconnect/OCPD?

Did the genius who hooked that thing in there even have the decency of wrapping it up with 'lectrical tape??? Sure wouldn't want to plug anything into that.

And that rat's nest of wires that it goes to.

I think I would run away from there...arms waving wildly and screaming at the top of my lungs.

The 5-15R has to be for mandatory troubleshooter's coffee-pot power/loadbank.

Doesn’t the ~6AWG-solid-looking white {RHW?} groundage electrode conductor passing over the front of the contactor look particularly inviting?

Missing is the obligatory chained-down laminated-fishpaper fuse pullers for operating the “service disconnecting means.”

Maybe a disclaimer is needed on the front cover—“Non-Deadfront/Non-Touchsafe within.”

Did anyone notice that nice ragged hole in the back of the enclosure for the load wiring to said sign?

Interesting contactor, too...along with the still live vegetation.

OK, let's see if I got this....
You need a screwdriver to get to the "main", and you need fusepullers.
The feed goes from the meter, to the fuse block, to the contactor, then to the FPE, and out the gnawed hole to get up to the signage. Then there's the "convenience outlet" that looks like it's tapped off of the left fuse. (Guess they're 60's by size, compared to the tc face) Clock is tapped off of the fuse (or line side of contactor)

WOW, that's similar to a mess we found last Monday. Vintage work, many "patches", it's time to "run like heck", or rip it all out & start over.

Any sign of a fuse to protect the control circuit (timer and contactor coil)?

I'm kinda curious too about that quad of white wires under L2 in that fuse cutout...
I think I see it now...looks like it goes to one of the line terminals of the contactor (4 small wires vs. 1 large wire).
