I assume the city doesn't know about the pool? One snapped wire and there may be a new ordinance. And what's with all the bottles hanging out on the side of the pool?

There are a lot of places I have seen where just the O/H drop to a building passes over a pool but then again the city probably does not know about those either...
Oh ya them bottles... Appears they are being used as weights to keep the winter cover pulled taught, too bad it looks like the cover has already fell in or is in the process of doing so.. Gonna be a messy spring start up!
