The attached photos show a remodel on a small store where two of the sub panels are located inside the walls that the owner put up.

At least he left you doors, right? Though, he did sort of "miss" with that one covered by the shutter. You almost need a Sawzall to change any breakers on that left-hand buss. [Linked Image]

About the only good thing I can say is that a tool was required to open the louvered door. Unless that drywall screw in the last photo was just a handle...
