Bill, The poco is CVPS (Central Vermnont Public Service),i've a few friends there and never considered pursuing that particular angle
(which i shall now do)
Paul, if all else fails would i (or anyone else) do a 'quick fix' ? to be sure it poses a moral dilema...

I work for another POCO and see these kinds of things every year. Our legal people don't want us looking beyond the meter. What you don't know won't hurt them? The only way these things get fixed is when we volunteer our time and money to do it for them.

I'm optimistic that something can be done here. A representative from the POCO has already responded saying that they are very interested in learning the location of this.
I believe that it's in everybody's best interest that something be done with this, and that there are other avenues to pursue as well if necessary.
