These photos go well beyong the scope of simple code discussion. Most places limit the amount of electrical work that can be done by maintenance, HVAC, etc. See your AHJ. As an owner, you have the right to bring these issues to the attention of your neighbors. Yuo can get the bum fired. Point out your shared liability- ask a lawyer to explain. While you're at it, consider suing the assoc. for not doing their job. Such shoddy work has to affect your property's value and saleability.
Finally, move.
