The disconnect is not much of a concern, check out the THHN(?) zip-tied out of the conduit from the left!!

I guess the disco violates the idea of readily accessable.

The height looks like a 'bit' over 6' 7", a violation of 404.8(A)

As for it facing down I do not believe that in itself is a violation.

Gotta wonder what is going on, that is a lot of disconnect connected to 1/2".

Missing KO on the disconnect.
Is that a 4/0 cover on a 3/0 box? Appears to be a screw missing there.

The wiring coming out of the conduit looks like coax and low voltage cabling.. possibly telephone or network, or CCTV.
the sharp edge is still a concern, but not as much so..
