When installing a new 100A service with PVC is it allowed to use a PVC Hub in the top of the meterbase? I have read Rule 12-1112(2) but, is it a "...threaded conduit entry..."and if so then isn't the bottom of the meterbase one too?

I will presume we are speaking of a 100Amp overhead service. Yes, you may use a pvc hub from the mb to connect to the pvc pipe.
I will guess you must be thinking of using a metal threaded hub, in which the rule stated would apply.

I agree but whenever I have a question that can really cost time I call the inspector.Keeps arguments to a minimum, interpritations are different even among inspectors from time to time,and they seem to find it refreshing.The last question i had for an inspector was weather a LIM system was really required in a critical care area in a hospital.They had to confer amongst themselves to fugure that one out beause the code was so vague

My 2nd-year instructor went over this one in class...
The intent is to avoid the male-PVC/female-metal construction because the male adapter threads are prone to breaking off - often due to thermal expansion or impact on the installation.
Using a female PVC adapter and a chase nipple (short metal conduit with both ends threaded) makes for a sound installation.
This applies mainly to explosion-proof and cast-aluminum FS boxes since they have female threaded openings.
