Simple personal opinion is it wouldn't be a bad idea to change the minimum size allowed to number 8. #10 and below is pretty common stuff on the shelves. The rule apears to have been written with big shops in mind. The ones that will carry lots of inventory. Time for an old quote from the past " Its the economy stupid"
