Ahhhh....I see. Sounds like a bunch of political mumbo jumbo going on.
The reason I was curious about California is because my friends have a new house (built in '98) and their bathrooms are on one 15 amp circuit (with the GFI in the garage!) and there are no grounds on any of the switches. In fact, they didnt start putting dedicated 20 amp circuits in the bathrooms until late 2000.
