If the range is supplied from a 3 wire branch circuit there must be a jumper installed in the range that connects the ranges frame to the neutral conductor.

For many years electric ranges and dryers where allowed to be grounded via the neutral.

That allowance has been removed except for existing range and dryer circuits.
