thank you all for your responses. I have a further question, and it may have nothing to do with the problem, but both of the large burners on the stovetop had the same voltage problem. The two smaller ones did not. My first thought was a burner leaking current, but the burners are new.
Iwire, I am a little confused by your post.

IF the problem was in the branch circuits neutral / ground you would not see 40 volts between the frame and the burner.
IF the problem was in the branch circuits neutral / ground you might find 40 volts between the frame and a 'good' ground or 40 volts between the burner and a good ground.

So I get the first part, no ground no potential difference.But in the second part I am just confused as to what you are trying to tell me.
I took voltage readings at the receptacle they where:

L-L 205.8
L-N 118.9
L-N 119.3

I took the measurements with a Fluke 337.
