If a house was under water it is a candidate for a bulldozer, not a rewire.
I think they should just paint a line around the puddle where it was about October 1 and raze everything inside that ring.

They should really be spending those billions in barging dirt down from the north and backfilling that place so it is above seal level. I can't imagine FEMA allowing them to rebuild in a bowl again.
Around here yuou can't build anything less than 11' above sea level. That typically involves 3-6' of fill. When you stop at a light there are always a half dozen dump trucks in line with you.
NOLA has the river to bring in the dirt and there are some huge machines from the strip mining business that could do the task pretty fast.
