Sparks; from what you just posted sounds ilke you've connected the primary correctly, but the x2/x3 connection shorted half of the secondary winding. The connection from primary to secondary as in the diagrams was missing from your hookup. So:
Wire H1 to one leg of 208; Nut H2 AND x1 together, this is the other leg of 208; Cap off x2; not used here LOAD will connect as : One leg to H1; Other leg to x3
