I'm trying to remember from my years spent at a paper mill, so if I get it not quite right, I hope the readers don't pan me. If the generators are operating as an island, one generator will be the master frequency controller and the other will usually be base loaded with a certain amount of load. If they are operated in parallel with the utility, the utility is the master, with the two other units sharing the load in some sort of arrangement. All this is done by microprocessor control. Some of these utility guys ought to be able to learn us something.
