In my area to upgrade to 200 amp we have to use new SER to the panel from a new outside disco and meter base. The absolute minimum we charge is $2000. Depending on what we have to do to get the SER to the panel, it can go up to $3000. In my area it is usually a 2 day process to complete with inspection and the poco.
