I agree with all of the above opinions but want to add something from my own experience. I had a customer who was getting a shock from in the tub when water was running. It was a combination of a bad neutral connection from the utility and someone at some point ran a wire from a circuit that lost a nuetral to the nearest water pipe.
What happens in that instance is the current from the circuit is using the pipe as a nuetral. If you put your body between the pipe and running water and the water happens to provide a better path to ground....well you know the scenario. That was the problem in that case. Check all neutral and ground connections.
