Well this got resolved...sorta. His electrician came and found a j box in the feed to the storage building sub panel. He said there was a ground wire disconnected. He connected it and now there is no more hot skin on the RV and the voltages are all normal. I'll never be able to see it in person as it is thousands of miles away but it sounds like there is still a problem that got band-aided.
