I read that to say they are modifying K10 (panel) and the load may change. Verify that the feeder ampacity and O/C protection is adequate and replace it if it is not. It might also mean that if the feeder is a tap they want O/C protection at the source end. If this is not clear you could always kick it back for a better explanation or description of the scope of work. It is better to have this clear now than later in the project. It may also alter the contractors bid so I assume they would like to know now too.
