OK, maybe 10 years is a little too long, but 3 years could be a little too quick. My state has just adopted the '08 NEC back in May and they give us 6 month grace period. I haven't even seen a new house that falls totally under the '08 code yet. Plus in our state we have a "Rehab" code which applies to houses already built.
