I'm not sure what you are plugging in but it looks like a "full boat" plug (3p wye with a neutral and a ground).
I am not sure what the NEMA number is but I have seen them.
Somebody screwed up and ordered a 100a full boat IEC309R for something once. I may still have it in my junk pile somewhere.
