I would read 210.70(A)(1) ex.1:
"In other than Kitchens and bathrooms" To mandate ceiling (or wall) mounted lights, Not switched receptacles as allowed in other rooms.

AFCI: Poop, I missed that, unless you want your kitchen SABC rec. on them,the dinning room will need it's own SABC.
