Yes, what is used to do the bend is basically unknown at inspection time.
When I see the PVC with visable burn marks, & on occasion kick the propane torch into the trench...that buys a 'fail' sticker.
Seriously, I have no way of knowing the method/tool used for bending any conduits, be it two trees, the truck bumper or tire or a 555, I look for damage & code compliance.
