That looks like most modem/lan racks I have seen. You may start out with a professional installation but after a few years and different people installing and removing equipment without ever straightening out the cables or pulling out the old ones it is that rat's nest in the pictures. I wish I still had pictures of some of the rasised floors I have seen.
