The UBC was an ICBO document. The ICBO is now a part of the ICC, so the last UBC written was the 1997 version. The NFPA put out their bulding code called NFPA 5000, but California is the only state that has expressed any interest in it.

Like some of the other states you mention, California creates the "California Building Code" after adopting a standard such as the UBC or NFPA 5000. From what I am hearing, once California is done chopping up the NFPA 5000, you won't even recognize it!
