Yes, European 220/230V supplies normally have one pole grounded with the other at a full 230V to ground.

In most European countries, however, the plugs are reversible and appliances are designed and built to allow either wire to be hot, thus there's no problem running on a U.S. supply with each line at 120V so long as the frequency difference isn't a problem.

Just wire to an NEMA 6-15 cap and it will be fine.
