This smacks of little country airstrip. (My formal "training" is in aviation, I have my pilots license and mechanics license, so I have "puddle jumped" in and out of some of these strips. The "official" lighting on the runways that I know of, is all low voltage stuff. This might be too, the bulbs look the same as any other, hence only the two wires.
The plumbing grade "conduit" is a nice touch.
