This looks fairly typical of an installation which has been "messed about" over time, and unfortunately is all too common.
How did this stuff ever get certified & livened ?
As far as the meter board is concerned, I'd guess that the obstructing structure hasn't been there all that long. It has an LCD meter and fairly new-ish service head. The PoCo is going to complain if they ever need to change anything, that's for sure.
