The second meter is/was for the water heater.....a leftover from the days when the "all electric" house was encouraged, and water heaters were charged a different rate. The different rate has since left us, and these second meters are disappearing as services are upgraded (usually at the insurance company's request). The new service would be done the way Joe's artwork shows.
