They look like a bunch of old PSE&G meters that mount on a trough. I had to do a job like that for my old boss in Hoboken with a 12 meter service. The kicker was that the whole service was only 200 amp (I think) for all of the meters. Each Apt. only got a single 30 amp feeder to the apt where a 2-4 circuit sub panel (or fuse box) was located.

That is the case here. This was a follow-up on a tenant complaint.

The apt that instituted the complaint has a 4 circuit FPE in the apt, in a clothes closet. I assume the other 7 apts are the same.
