Here is an interesting code violation that we found on a site visit for an apartment building remodel. Notice the wire way above the panels. It is so over stuffed with conductors that someone put in pieces of wood lathing to hold them in in order to get the cover on.

Does it seem to anyone else that there are a tremendous number of wires/circuits coming home to this one small SqD panel? Considering the number of circuits 1) in the overstuffed wireway mentioned by Joe, 2) the romex/MC/etc. snaking down the wall surface, plus 3) the circuits moved over from what appears to be an old abandoned fuse panel in the wall, it seems that there would be several panels here.

The code violation in the picture is addressed in the NEC under 314.28, A, 2.
This would be a U-pull situation. The conductors are apartment unit panel feeders coming in from the meter center and out to the individual unit panels.

Encountered a similar situation not so long ago. In that case, the reason for the gutter was:
1) To split a circuit off to many different locations...several circuits fed outside lights along diverging paths;
2) To allow for the connection of timers to the circuits; and,
3) To make it easier to make changes....there really isn't much space on the top of the panel for multiple pipes.
