Well, REC finally showed up, and as it turns out, it was actually the disconnect switch out on the pole that was causing the problem.
Took them about 1/2 hour to fix, and I talked to the lineman about the fact they wanted me to confirm it was outside the house before they sent him. Not his choice, as he'd rather just come out for any problems, and figure out how to help. He even told me how to get hold of him directly in the future if necessary. Worked out pretty well.
