So here's a follow on question:

Am I right in understanding 400.1 is going to exempt this submerssible pump cord, running inside a 1" PVC to the in-use GFI receptacle, from 300.5?

From the NECHandbook: Flexible cords and cables, because of the nature of their use, are not considered to be wiring methods. Wiring methods are covered in Chapter 3 of the Code. Careful study of 400.7, Uses Permitted, and 400.8, Uses Not Permitted, is required before choosing flexible cords or cables for a specific application.
In other words, it seems to me that there is no depth requirement for PVC (used as an enclosure per 680.51(E)). Sound right?
