If the distribution section bus is rated at 1200 amps maximum, period, then is it properly protected per code by a fully rated 1200 amp breaker that doesn't trip on an overcurrent until it reaches 1200 amps?

Based on the wording of your question, In my opinion, yes the dist. section is properly protected.
