ShockMe77: 22/4 telephone wire hasn't necessarily been abandoned, but it's no longer recognized by the FCC as an approved method. It's also not desirable since it doesn't handle two lines well. It's not twisted-pair cable, which handles multiple circuits without interference (cross talk).

A while back, when modems were huge for internet access, their noise bled through to the voice line. Many people are getting away from modems now, and also using cell phones more. The need for second lines in homes is becoming a thing of the past.

So to answer your question, it's not necessarily illegal to use 22/4 "quad" wiring, just not desirable.

My most recent need for a second line was because I had a roommate. We decided it would be better if he had his own phone line. And it was--I didn't have to answer his calls and he didn't have to answer mine. Long distance billing was no problem. etc.
