You know what else is weird, your basic gas station hose has a static wire built in, you have continuity from one end to the other. Airplane fuel hose doesn't (in most cases) from the engineer tells me. Touching the nozzle to the wing won't do diddly squat.

There seems to be your first problem, tell the owner, you need a sealed and signed set of prints from the talking engineer, talk is cheap, the owner has to pay for the design, i would not touch that job without a sealed print.

I flew into both first class airports, and grass strips, that you could not find on a map, some have the best fuel equipment and services, and some have nothing but a drum and hand pump, when your dealing with fuel, safety is first.

Helped or is his seal on the job? , does your insurance have E&O coverages for design work?

If what they tell you is true, touching the nozzle to the skin first would be even more important.

No prints, no seal, thats why I'm trying to get this worked out.

I checked the hose for a static strap, no continuity from one end to the other.
